Our client, active in the port activities is currently seeking to recruit an experienced candidate for the position of IT Project Director.

Key Responsibilities:
Monitor progress, oversee finance and ensure project quality.
Make strategic decisions and provide leadership and direction to project managers to implement those decisions.
Meet clients, stakeholders and project managers to report on project progress.
Liaise with suppliers and internal and external consultants and implementors.
Devise cost-effective plans to enable effective project completion.
Manage risks to avoid delays or reputational damage.
Ensure permits and legal papers are secured ahead of the project.
Manage project managers and enabling them to supervise and manage their own teams.

Programmatic Responsibilities
Diligently pursue project aims, objectives and ensure strict adherence to established blue print and plans.
Direct project personnel.
Monitor sub-recipient performance.
Maintain and retain project data and materials as required.
Prepare progress and other required reports.
Initiate timely requests for prior approval for changes when required (e.g change in scope of work, re-budgeting, or reduction in committed effort).
Request no-cost extensions when appropriate.

Compliance Responsibilities
Ensure accurate and timely effort reporting for project personnel.
Disclose conflicts of interest when required.
Ensure integrity of project.
Ensure statutory, administrative and fiscal responsibilities of the organisation are duly respected and adhered to.
Develop sponsored project proposals in compliance with sponsor guidelines and policy.
Initiate the routing and obtain appropriate approvals prior to proposal submission.
Assist with negotiation of award terms as needed.
Monitor financial status of IT project(s).
Manage project within approved budget limits.
Recommend expenditures.
Ensure that expenses incurred are allowable, reasonable and allocable to the project to which they are charged.
Seek prior approval for budget changes when required.
Approve sub-recipient agreements and related invoices.
Ensure that cost-share requirements are met.
Review final financial reports.
Assist with accounts receivable collections.

what you need to know


Degree in Information Technology or Management or relevant field from a recognised University.
A Masters degree in IT or MBA would be an advantage.
At least 15 years in management and hardware and software development of large IT projects within the public environment.
Proven experience as Program Director or IT Project Director in medium to large scale IT projects.
Experience in varied environment involving Oracle environment and products E-Business suite, fusion cloud and diverse system environments (hardware, network, middleware, Software Oriented Architecture, Security and third-party integration).
Knowledge of Port Environments and Operations - understanding of key processes that are needed and integrated within the Port and clear understanding of requirements of a connected modern Port.
Clear understanding of Project Governance to generate the maximum added value to the business via its investments, while mitigating risks and optimizing resources and frameworks that enables IT services to be managed across their lifecycle.
Proven track record of successfully implementing IT projects in the public sector.
Thorough understanding of project/program management techniques and methods.
Excellent knowledge of Business Intelligence and Setting of Performance KPIs.
Outstanding knowledge of data analysis, reporting and budgeting.

Excellent organisational and leadership skills involving performance evaluation techniques.
Keen business acumen with strategic ability.
Excellent communications skills.
An analytical mindset with great problem-solving abilities.
Working knowledge of Ms office and program management software.

This position is on a contractual basis.
