Our client, the Mauritius Ports Authority (MPA), is the sole national port authority established under the Ports Act 1998. It is responsible for regulating and overseeing the port sector across the Republic of Mauritius, including Rodrigues. We are seeking an accomplished and highly competent professional to join the organisation as Head of Human Resources and Organisational Development.
Key Duties & Responsibilities:
The successful candidate will be responsible for:
To assess the manpower required in terms of qualifications and experience for each grade to ensure that the different departments and sections are correctly staffed to achieve their goals and that of the organization as a whole;
To link MPA's strategic corporate planning to effective leadership and management of MPA's staff;
To implement a Performance Management System to compare actual performances against yardsticks that are set for staff; 8
Analyse any gap between the actual knowledge and skills and the required ones for staff to discharge their duties as diligently;
To the above effect, advise on any training needs to close the gap so identified or recommend on the need for external recruitment in case such skills and competences are not available internally;
To devise and implement training schemes to constantly enhance the knowledge and skills of employees that will contribute towards their development;
Assess scarcity areas and ascertain the sources available for the recruitment of staff in these fields;
Ensure that training for technical staff in the scarcity areas is regularly imparted so that they are qualified to operate MPA's equipment, mainly the floating craft;
To act as a strategic partner by creating the culture and climate for the continued growth and development of the Authority's Human Resources;
To ensure the promotion of a good environment within the organization to promote employee and industrial relationship;
To analyse the age profile of staff for a proper succession planning and ensure continuity in the business activities of the MPA;
To devise and implement schemes for the motivation of staff and make optimum use thereof;
To drive effective talent management at the MPA; and
To perform such other related duties as assigned.
what you need to know
Profile:
A Cambridge Higher School Certificate or passes in at least two subjects obtained on one certificate at the General Certificate of Education 'Advanced Level';
Bachelor's degree in human resources management or management with specialisation in HR or Industrial Psychology or Management or Law and Management or Strategic Management or Organisational Development or a joint degree with HR or equivalent;
Master's in Business Administration with specialisation in Human Resource Management or MSc in Human Resources Management or MSc in Strategic Management or MSc in Industrial and Organisational Psychology, MBA or equivalent.
At least 10 years post qualification (Bachelor's degree) experience in Human Resources Management, of which 5 years should be at Senior Managerial level.
Duration of Contract:
The contract will be for a duration of 2 years, renewable thereafter for a further period of 2 years, subject to satisfactory performance.
Package:
Negotiable (In the range Rs 200,000 to Rs 225,000 monthly).
